THE POSITION – ELIGIBILITY WORKER (ADULT BENEFITS)
The Adult Benefits Eligibility Worker performs as a responsible and professional member of an eligibility unit. Provides outstanding customer service delivery using a holistic approach to achieve customer satisfaction. Responsible with other team members for planning and implementing team goals. In addition, performs responsible professional and technical work involving management of a benefits program caseload, respecting the broader need of individual clients and their families. Work is performed with relative independence. Commitment to County, department and unit goals, as well as the agency’s Quality Caseload Standards. Performs other duties as assigned.
THE DEPARTMENT – DEPARTMENT OF SOCIAL SERVICES

ACDSS provides services that promote self-sufficiency and support individuals and family well-being. Services focus on protective and support services, education, prevention and early intervention programs, employment and child care services, and benefit programs. ACDSS works closely with partner agencies in the community, the School Division, and other departments within the Local Government Division.
The Albemarle County Department of Social Services deviates from the Virginia Department of Social Services Human Resources Polices for purposes of classification and compensation, and also follows most general County Human Resources policies.
Essential functions include, but are not limited to, the following:
- Interviews applicants/recipients, adapting techniques to meet the needs/abilities of the client;
- Determines eligibility for assistance and benefit levels using automated systems or manual methods;
- Explains available benefit programs, rights and responsibilities and other agency services to applicants/recipients, and general public;
- Explains nature of temporary assistance benefit programs;
- Reinforces the personal responsibility objective;
- Explores all possible sources of income and resources; secures and verifies required information within specified time frames;
- Compiles and analyzes information to determine initial and/or ongoing eligibility of individuals for financial, Medical and/or other governmental programs;
- Computes income and resource eligibility timely, accurately and completely;
- Processes applications for benefit programs such as, but not limited to Food Stamps, Medicaid, Temporary Assistance to Need Families (TANF), General Relief, Auxiliary Grants, Refugee Cash and/or Medical Assistance;
- May perform generic or specialized duties;
- Researches, interprets and applies program policy and procedures;
- Provides accurate timely updated entries into local and state information systems;
- Ensures clients receive maximum available benefits in a timely manner;
- Conducts home visits when appropriate; identifies potential need for services and makes appropriate referrals;
- Provides coverage for other caseloads when needed;
- Maintains records according to established guidelines;
- Identifies errors/potential fraud, taking appropriate action and making appropriate referrals;
- May perform some duties related to fraud investigation;
- Attends and participates in Unit, Division and Agency meetings by sharing knowledge, experiences, and information regarding team members, clients, work practices, etc.;
- May participate on agency workgroups and/or teams;
- Attends and participates in on-going training, learning and growth opportunities;
- Recommends changes in internal policy and procedures based on experience and knowledge;
- Participates on the interviewing panel of job applicants in the hiring processes;
- Prepares/presents required reports, including the preparation of Appeal Summaries;
- May be required to support local disaster response/emergency operations and other duties related to the delivery of services;
- Performs related tasks as required.
Education and Experience
High school diploma supplemented with additional training and related work experience OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities is required. The following are strongly preferred, but not required: bachelor’s degree, direct eligibility experience, experience working effectively and successfully within a team, and/or experience working with populations with limited English proficiency. SPECIAL REQUIREMENTS: Possession of a valid appropriate driver’s permit issued by the Commonwealth of Virginia.
Knowledge, Skills and Abilities
General knowledge of interviewing and time management skills and the principles and practices of public social service organizations; some knowledge of current social, economic and health problems and of human behavior and social functioning; ability to establish and maintain effective working relationships within a team environment; ability to establish and maintain effective working relationships with clients, co-workers, and the general public; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports; ability to organize/manage own work schedule; ability to plan, manage, coordinate and prioritize multiple and varied activities and projects; skill in the use of computers and software, such as word processing and database applications.
THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS
Works with the public; works typically in an office setting and/or at alternate sites, including homes of clients. Involves frequent walking or standing and light lifting. Regular operation of office equipment and occasional operation of vehicles. Daily contact with clients and families and the community.
THE HIRING SALARY RANGE
The hiring salary range for this position is $36,094 - $43,313 per year depending on qualifications, experience, and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
